The Framework for a Confident Court

2025 State of Courts & Justice

Embedded in its very architecture, technology is reshaping the foundation of justice, yet leaders can easily mistake where their optimal opportunities lie. Though states are gaining flexibility in technology decisions in light of federal policy change, the compliance mandates remain while funding mechanics decline.

Earlier this year, the Department of Justice’s Office of Justice Programs were confronted with nearly $92 million in terminated funding for strategic planning and enhancements to justice system operations. Similarly, comparable budget constraints are occurring at the state level.

These changes are compounding leadership’s ability to preserve the integrity of the justice system and confidently navigate technological evolutions. Agencies need to reconcile existing budgets with new realities, because the stakes are high.

For those incarcerated and awaiting release, those filing a protective order, or even those serving their communities — they all depend on justice.

The path forward with technology must be clear.
